How it works

1. Activate a mana-producing permanent by tapping it, adding at least 1.
2. Activate Vizier of Tumbling Sands' cycling ability by paying 0 and discarding it due to New Perspectives.
3. Escape Protocol and Vizier of Tumbling Sands trigger.
4. Resolve the Vizier of Tumbing Sands trigger, untapping a mana-producing permanent.
5. Reoslve the Escape Protocol trigger, blinking Vampire Charmseeker.
6. When Vampire Charmseeker enters the battlefield, it triggers, returning Vizier of Tumbing Sands from your graveyard to your hand.
7. Resolve the cycling ability from step 2, causing you to draw a card.
8. Repeat.

With New Perspectives in play and a hand of seven or more cards, you can cycle Vizier of Tumbling Sands for free, utilizing its cycling trigger to untap a mana-producing permanent while Escape Protocol is waiting to blink a target. When Escape Protocol resolves, it exiles and returns Vampire Charmseeker to the battlefield, whose entry ability immediately plucks Vizier of Tumbling Sands right back out of your graveyard and into your hand. This continuous loop allows you to draw your entire deck, generate infinite draw triggers, and repeatedly trigger creature entry and leave-the-battlefield effects.
