How it works

1. Cast TImestream Navigator by paying 1, plus an additional 2 for its offspring cost.
2. If you control ten or more permanents and don't have the city's blessing, Timestream Navigator gives you the city's blessing.
3. When Timestream Navigator enters the battlefield, it triggers, creating a token copy of it that is 1/1.
4. If you control ten or more permanents and don't have the city's blessing, the Timestream Navigator token gives you the city's blessing.
5. Activate Meticulous Excavation by paying 2, returning the nontoken Timestream Navigator from the battlefield to your hand.
6. During your next turn, repeat steps 1 through 5 one additional time.
7. Activate the oldest Timestream Navigator token by paying 2, tapping it and putting it from the battlefield onto the bottom of your library, causing you to take an extra turn after this one.
8. Repeat.

This clever loop relies on Zinnia, Valley's Voice to turn every creature spell into a double threat by granting them offspring, which lets you deploy a fresh Timestream Navigator alongside a token copy whenever you cast one from your hand. Once you've secured the city's blessing, Meticulous Excavation provides the crucial safety valve to bounce the original Navigator back to your hand for reuse, bypassing its usual trip to the bottom of the library. Meanwhile, the Navigator token can safely activate its own ability to take an extra turn, putting itself on the bottom of your library in the process—leaving you fully equipped to recast, bounce, and repeat this cycle for infinite turns.
