How it works

1. Activate Timestream Navigator by paying 2, tapping it and putting it from the battlefield onto the bottom of your library, causing you to take an extra turn after this one.
2. Blink Recruiter of the Guard using Phelia.
3. When Recruiter of the Guard enters, it triggers, searching your library for Timestream Navigator and putting it into your hand.
4. Cast Timestream Navigator by paying 1.
5. Repeat each turn.

This brilliant loop relies on achieving the city's blessing to continuously recycle Timestream Navigator for an infinite chain of extra turns. Once you can activate the Navigator to take another turn, Phelia, Exuberant Shepherd uses its attack trigger to temporarily exile Recruiter of the Guard. When Recruiter of the Guard returns at the end step, its enters-the-battlefield ability easily tutors the Timestream Navigator right back to your hand so you can cast it again on your next turn.
