How it works

1. Cast any noncreature spell, paying its costs.
2. Neera and Displacer Kitten trigger, as do any Storm abilities or other cast triggers of the spell.
3. Resolve Displacer Kitten's ability, blinking Neera.
4. Resolve Neera's ability, putting the spell you cast on the bottom of your library, revealing cards from the top of your library until you reveal a nonland card, casting that card without paying its mana cost, and putting the rest on the bottom of your library in a random order.
5. Repeat from step 2 any number of times, until you choose to resolve a spell in step 4.
6. Resolve all cast triggers created in step 2.
