How it works
Cast Return to Action by paying its mana cost.
Holding priority, cast Naru Meha by paying its mana cost.
When Naru Meha enters, it triggers, copying Return to Action, with the copy targeting Naru Meha.
Resolve the copy of Return to Action.
Holding priority, activate Phantom Train by sacrificing Naru Meha.
When Naru Meha dies, it triggers, returning it from your graveyard to the battlefield.
Repeat from step 3.
Resolve all Phantom Train abilities from step 5.
This clever loop relies on Naru Meha, Master Wizard entering the battlefield to copy Return to Action, which targets Naru Meha itself to ensure it returns whenever it hits the graveyard. Once the stage is set, you can endlessly feed Naru Meha to Phantom Train as a sacrifice outlet, turning the Master Wizard into recurring fodder that constantly triggers its own copy ability upon re-entry. Because Phantom Train animates itself and grows with +1/+1 counters each time you make this sacrifice, you aren't just generating an infinite loop of leaves-the-battlefield, death, and magecraft triggers—you are also pumping the Train into a massive trampling threat.
