With that rule in place, casting Mirror Image to copy Ratadrabik of Urborg immediately triggers the legend rule, sending the copy straight to the graveyard. Because Ratadrabik of Urborg sees another legendary creature die, its triggered ability responds by creating a non-legendary 2/2 Zombie token copy of Mirror Image—which, crucially, still enters as a copy of Ratadrabik of Urborg. Repeating this loop endlessly creates an infinite sequence of enter-the-battlefield, leave-the-battlefield, and death triggers that forces a draw if no player can interrupt it.
