How it works

1. Activate a mana-producing permanent by tapping it, adding at least 1.
2. Activate Vizier of Tumbling Sands' cycling ability by paying 0 and discarding it due to New Perspectives.
3. Escape Protocol and Vizier of Tumbling Sands trigger.
4. Resolve the Vizier of Tumbing Sands trigger, untapping a mana-producing permanent.
5. Reoslve the Escape Protocol trigger, blinking Timeless Witness.
6. When Timeless Witness enters the battlefield, it triggers, returning Vizier of Tumbing Sands from your graveyard to your hand.
7. Resolve the cycling ability from step 2, causing you to draw a card.
8. Repeat.

This ingenious loop relies on New Perspectives to make the cycling cost of Vizier of Tumbling Sands completely free, allowing you to cycle it over and over to draw your deck. Each time you cycle the Vizier, Escape Protocol triggers to blink Timeless Witness, which dutifully returns the Vizier from your graveyard right back to your hand. As the Vizier's own cycling trigger untaps your mana source, you are left with an endless engine of card draw, self-discard triggers, and repeated creature enters-the-battlefield effects.
