How it works
Cast Fractured Identity by paying 3, exiling Nine Lives and causing each opponent to create a token copy of it.
Nine Lives leaves the battlefield, however you cannot lose the game due to Herald of Eternal Dawn.
Cast Austere Command by paying its mana cost, destroying all enchantments.
When each opponent's Nine Lives leaves the battlefield, they each trigger, causing each opponent to lose the game.
By casting Fractured Identity on your own Nine Lives, you exile it and generously gift your opponents token copies of the enchantment, keeping yourself safe from the game-losing trigger thanks to Herald of Eternal Dawn's absolute protection. From there, you wipe the board clean of enchantments with Austere Command. This forces all of those newly gifted Nine Lives tokens to leave the battlefield simultaneously, triggering their clauses and instantly knocking every single opponent out of the game.
