2. Activate Voltaic Construct by paying 2, untapping Five Hundred Year Diary.

This clever engine transforms ordinary artifact mana into an endless blue reservoir by exploiting a brilliant rules interaction: March of the Machines turns Five Hundred Year Diary into an artifact creature as long as it isn't a land, matching its creature status to its mana value. With the Diary now animating itself, you can tap it for blue mana, and then use Voltaic Construct's untap ability to ready the Diary for action once more. Because the Construct's activation cost is a modest {2}, you can cycle this sequence indefinitely to generate infinite blue mana, provided you have a way to fund the untap loops.
