How it works

1. Activate Mystic Sanctuary and Mana Vault by tapping them, adding CCC.
2. Cast Ghostly Flicker either from your hand or from the top of your library by paying 2, blinking Mystic Sanctuary and Mana Vault.
3. When Mystic Sanctuary enters untapped, it triggers, putting Ghostly Flicker from your graveyard onto the top of your library.
4. Repeat.

This infinite loop is a masterpiece of resource recycling, turning a handful of seemingly disparate permanents into a boundless engine of blue and colorless mana. Madame Web, Clairvoyant is the crucial enabler here, granting you the ability to cast Ghostly Flicker directly off the top of your library while also letting you peer ahead at your draws. Meanwhile, Mana Vault fuels the entire operation by supplying more than enough colorless mana to cover the cost of the spell, despite its normally punishing upkeep restrictions. You then target both the artifact and Mystic Sanctuary with Ghostly Flicker; because Mystic Sanctuary enters the battlefield untapped thanks to controlling three other Islands, its triggered ability lets you immediately place Ghostly Flicker right back on top of your library to be cast again.
