How it works

1. Activate Mystic Sanctuary and Basalt Monolith by tapping them, adding CCC.
2. Cast Ghostly Flicker either from your hand or from the top of your library by paying 2, blinking Mystic Sanctuary and Basalt Monolith.
3. When Mystic Sanctuary enters untapped, it triggers, putting Ghostly Flicker from your graveyard onto the top of your library.
4. Repeat.

This clever loop relies on Madame Web, Clairvoyant to turn the top of your library into an extension of your hand, allowing you to continually cast Ghostly Flicker from the top. Every iteration begins by tapping Basalt Monolith for colorless mana and Mystic Sanctuary for blue mana to pay the spell's cost. Ghostly Flicker then exiles both permanents and returns them to the battlefield; the untap from Basalt Monolith's fresh entry clears away its restriction, while Mystic Sanctuary triggers upon arrival to place the freshly cast Ghostly Flicker right back onto your library.
