How it works
Activate Phyrexian Devourer by exiling the top card of your library.
Repeat step 1 until you have an empty library.
Resolve the first Phyrexian Devourer ability, putting a number of +1/+1 counters on it.
If Phyrexian Devourer's power is at least seven, it triggers, causing you to sacrifice it.
Repeat from step 3 for each remaining trigger.
Cast Temporal Manipulation by paying 3, causing you to take an extra turn after this one, and put Temporal Manipulation on the bottom of your library due to Wheel of Sun and Moon.
Move to your next turn, drawing Temporal Manipulation from your library.
Repeat from step 6.
By using Phyrexian Devourer's activation to continuously exile cards from your library, you can safely empty your entire deck while its delayed sacrifice triggers wait on the stack. The clever genius of this setup relies on Wheel of Sun and Moon enchanted to yourself, which acts as a replacement effect that steers every card sent to your graveyard—including Temporal Manipulation after it resolves—straight back to the bottom of your library instead. On your newly granted extra turn, you simply draw Temporal Manipulation right back off the top, cast it to take another turn, and repeat the loop indefinitely for infinite turns.
