How it works

1. Activate Sensei's Divining Top's second ability by tapping it, causing you to draw a card and put Sensei's Divining Top on top of your library.
2. Ravenhill Flock triggers, putting a +1/+1 counter on it.
3. Cast Sensei's Divining Top from the top of your library by paying 0 and removing a counter from a creature you control.
4. Repeat.

To make this loop cost-neutral, Cloud Key must be in play naming "artifact" to completely wipe away the {1} generic mana cost to recast the Top. Meanwhile, Ravenhill Flock quietly sits on the battlefield reaping the benefits of your card draws, growing larger with a fresh +1/+1 counter every single time the Top enters your hand and library.
