This clever loop turns the graveyard-hosing power of Rest in Peace into a perpetual resource engine: because Rest in Peace banishes cards instead of letting them hit the graveyard, Void Attendant can continuously target that same exiled card over and over again without ever running out of fuel. Each time you activate the Void Attendant, Primal Vigor doubles the bounty, spitting out two Eldrazi Scions instead of one. You can then feed those Scions directly to Phyrexian Altar to generate the exact green and generic mana needed to pay for the Void Attendant's activation again, leaving you with an infinite loop of sacrifices and triggers.
