When you deploy Greenbelt Rampager using this discount, its mandatory energy payment trigger fails to find its required two counters, instantly bouncing the elephant back to your hand while refunding you an energy. Because Primal Prayers lets you cast it again immediately at instant speed, you can cycle Greenbelt Rampager back onto the battlefield over and over again to build an infinite storm count and endless enter-the-battlefield triggers.
