How it works
Cast Flicker by paying 1, targeting Hag Hedge-Mage.
Thousand-Year Storm triggers, copying Flicker at least once, with each copy targeting Quintorius Kand.
Resolve the first copy of Flicker, blinking Quintorius Kand.
Any remaining copies of Flicker fizzle due to having no legal target.
Resolve the original Flicker, blinking Hag Hedge-Mage.
When Hag Hedge-Mage enters the battlefield, its second ability triggers, putting Flicker on top of your library from your graveyard.
Activate Quintorius Kand's second loyalty ability by removing three loyalty counters from it, causing you to exile Flicker from the top of your library and cast it without paying its mana cost, targeting Hag Hedge-Mage.
Quintorius Kand and Thousand-Year Storm trigger.
Resolve the Quintorius Kand trigger, dealing 2 damage to each opponent and causing you to gain 2 life.
Resolve the Thousand-Year Storm trigger, copying Flicker at least twice, with each copy targeting Quintorius Kand.
