How it works

1. Animate Sceptre of Eternal Glory using Tough Cookie.
2. Activate Sceptre of Eternal Glory by tapping it, adding three mana of any color
3. Activate Voltaic Construct by paying 2, untapping Sceptre of Eternal Glory.
4. Repeat from step 2.

This clever setup transforms a modest mana rock into an infinite engine by leveraging Tough Cookie's ability to turn noncreature artifacts into 4/4 artifact creatures. Once Sceptre of Eternal Glory becomes a creature, it satisfies Voltaic Construct's target requirement while retaining its ability to tap for three mana. You simply tap the animated Sceptre to float your color, then feed two of that mana into Voltaic Construct to untap it, netting a profit of one mana each cycle.
