How it works

1. Cast Sensei's Divining Top by paying 0 due to Council of the Absolute.
2. When Sensei's Divining Top enters, Rook Turret triggers.
3. Holding priority, activate Sensei's Divining Top by tapping it, causing you to draw a card and put Sensei's Divining Top on top of your library.
4. Resolve the Rook Turret trigger, causing you to draw Sensei's Divining Top from your library, and then discard a card other than Sensei's Divining Top.
5. Repeat

This clever loop relies on Council of the Absolute making Sensei's Divining Top entirely free to cast by reducing its cost by {2}. Once you cast the artifact, Rook Turret uses its triggered ability when the Top enters to help you filter your hand through card drawing and discarding. By responding to that trigger with the Top's own tapping ability to draw a card and place itself on top of your library, the Rook Turret trigger then plucks the Top back into your hand instead. Repeating this sequence lets you cycle through your deck endlessly, generating massive storm counts and looting your entire library while fueled by the permanent cost reduction.
