How it works

1. Cast Sensei's Divining Top by paying 0 due to Herald of Kozilek.
2. When Sensei's Divining Top enters, Rook Turret triggers.
3. Holding priority, activate Sensei's Divining Top by tapping it, causing you to draw a card and put Sensei's Divining Top on top of your library.
4. Resolve the Rook Turret trigger, causing you to draw Sensei's Divining Top from your library, and then discard a card other than Sensei's Divining Top.
5. Repeat

By enlisting Herald of Kozilek to completely eliminate the casting cost of colorless spells, we can deploy Sensei's Divining Top for free. As the Top enters, Rook Turret spots the new artifact and triggers to filter our hand via looting, but we respond by tapping the Top to draw a card and slide it right back onto the top of our library. When the Rook Turret trigger finally resolves, it neatly draws that very same Sensei's Divining Top straight back into our hand, setting up an endless loop of card draw, discarding, and storm generation.
