How it works

1. Activate Sensei's Divining Top's second ability by tapping it, causing you to draw a card and put Sensei's Divining Top on top of your library.
2. Cast Sensei's Diving Top from the top of your library by paying 0 and removing a counter from a creature you control.
3. When Sensei's Divining Top enters the battlefield, Surge Conductor triggers, putting a counter on a creature you control that already has a counter on it.
4. Repeat.

This elegant loop hinges on manipulating the top of your library to draw your entire deck in a single turn. By letting you cast spells directly from the top of your library, Falco Spara, Pactweaver bypasses traditional mana costs using a counter-removal alternative—a cost reduced by Urza, Lord Protector, which makes casting Sensei's Divining Top entirely free. Once cast, the returning top artifact triggers Surge Conductor, whose proliferate ability immediately replaces the counter you just spent to keep the engine running.
