How it works

1. Activate Sensei's Divining Top's second ability by tapping it, causing you to draw a card and put Sensei's Divining Top on top of your library.
2. Cast Sensei's Diving Top from the top of your library by paying 0 and removing a counter from a creature you control.
3. When Sensei's Divining Top enters the battlefield, Surge Conductor triggers, putting a counter on a creature you control that already has a counter on it.
4. Repeat.

This elegant loop turns Sensei's Divining Top into a self-replenishing engine by leveraging the top-deck manipulation you already get from Falco Spara, Pactweaver. Normally, casting the Top would drain your resources, but Falco Spara lets you cast it straight from the top of your library for free by using a counter as an alternative cost instead of mana. To make sure you never run out of fuel, Surge Conductor steps in with its proliferation trigger whenever the Top re-enters, instantly replacing the counter you just spent to keep the cycle going. Meanwhile, Starnheim Courser sits comfortably on the board, ensuring that artifact cost reduction keeps the machinery humming smoothly without ever stalling out.
