How it works

1. Activate Sensei's Divining Top's second ability by tapping it, causing you to draw a card and put Sensei's Divining Top on top of your library.
2. Vodalian Wave-Knight triggers, putting a +1/+1 counter on each other Knight and/or Merfolk you control.
3. Cast Sensei's Divining Top from the top of your library by paying 0 and removing a counter from a creature you control.
4. Repeat.

This loop transforms your library into an endless card-drawing engine by leveraging Falco Spara, Pactweaver's static ability, which lets you cast spells directly from the top of your deck by peeling a counter off a creature instead of paying mana. You tap Sensei's Divining Top to draw it while placing itself right back on top of your library, triggering Vodalian Wave-Knight to passively distribute fresh +1/+1 counters to your eligible creatures every time you draw. Because Sensei's Divining Top is castable for free via Falco Spara, Pactweaver using one of those newly minted counters, you can repeat the process indefinitely—while Ballad of the Black Flag sits on the board, quietly discounting your historic spells and churning through your library when needed.
