How it works

1. Activate Sensei's Divining Top's second ability by tapping it, causing you to draw a card and put Sensei's Divining Top on top of your library.
2. Cast Sensei's Diving Top from the top of your library by paying 0 and removing a counter from a creature you control.
3. When Sensei's Divining Top enters the battlefield, Surge Conductor triggers, putting a counter on a creature you control that already has a counter on it.
4. Repeat.

This clever loop transforms Sensei's Divining Top into a self-sustaining engine by letting you cast it directly from the top of your library. The magic relies on Falco Spara, Pactweaver, which grants you permission to cast from the top while bypassing mana costs by removing a counter from a creature you control instead. Meanwhile, Stenn, Paranoid Partisan can be set to reduce artifact costs, though here the primary cost reduction comes from Falco Spara's alternate payment method, while Surge Conductor watches the Top re-enter and immediately triggers its proliferate ability to replace the spent counter on your creature. By constantly drawing the Top, casting it for zero mana, and instantly replenishing your creature's counters with Surge Conductor, you generate an endless cascade of card draw and storm count.
