How it works

1. Activate Sensei's Divining Top's second ability by tapping it, causing you to draw a card and put Sensei's Divining Top on top of your library.
2. Cast Sensei's Diving Top from the top of your library by paying 0 and removing a counter from a creature you control.
3. When Sensei's Divining Top enters the battlefield, Surge Conductor triggers, putting a counter on a creature you control that already has a counter on it.
4. Repeat.

This clever loop relies on Falco Spara, Pactweaver to let you cast spells from the top of your library by trading away counters from your creatures instead of paying mana costs. You tap Sensei's Divining Top to draw a card and place itself back on top of your library, and because Samut, the Driving Force reduces the artifact's cost to {0} (assuming you have built up enough speed), you can recast it immediately with Falco Spara's ability. Every time Sensei's Divining Top re-enters the battlefield, Surge Conductor triggers to proliferate, replenishing the exact shield or loyalty counters you spent to keep the engine running infinitely.
