How it works

1. Declare Cheering Fanatic as an attacker. When it triggers, choose to name "Sensei's Divining Top".
2. Activate Sensei's Divining Top by tapping it, causing you to draw a card and put Sensei's Divining Top on top of your library.
3. Cast Sensei's Divining Top from the top of your library by paying 0.
4. Repeat from step 2.

This loop turns your library's top card into an endless engine, fueled entirely by Cheering Fanatic lowering the cost of your artifacts. Because Experimental Frenzy lets you cast spells directly from the top of your library, you never actually have to draw Sensei's Divining Top into your hand; you simply cast it right back off the top as soon as its own tap ability places it there. Repeating this cycle allows you to continuously tap Sensei's Divining Top to draw a card, triggering an infinite loop of card draw and a massive storm count.
