How it works

1. Cast Justiciar's Portal by paying its mana cost, blinking Abdel Adrian.
2. Abdel Adrian leaves the battlefield, returning Shipwreck Dowser and all other cards that were exiled with it to the battlefield.
3. Abdel Adrian and Shipwreck Dowser trigger.
4. Resolve the Shipwreck Dowser trigger, returning Justiciar's Portal from your graveyard to your hand.
5. Holding priority, activate any number of nonland permanents you control by tapping them, adding at least enough mana to cast Justiciar's Portal.
6. Resolve the Abdel Adrian trigger, exiling Shipwreck Dowser and the mana-producing permanents until Abdel Adrian leaves the battlefield, and creating a 1/1 Soldier creature token for each permanent exiled this way.
7. Repeat.

This clever loop relies on Abdel Adrian, Gorion's Ward cycling back and forth between exile and the battlefield, continually sweeping up your other permanents and generating a growing army of 1/1 Soldier tokens in the process. Justiciar's Portal provides the initial spark to get the blinking started, while Shipwreck Dowser pulls that instant right back out of your graveyard every time it re-enters. By tapping your mana-producing permanents before Abdel Adrian's exile trigger resolves, you completely fund the next casting of Justiciar's Portal to keep the infinite cycle going.
