How it works

1. Cast Justiciar's Portal by paying its mana cost, blinking Abdel Adrian.
2. Abdel Adrian leaves the battlefield, returning Timeless Witness and all other cards that were exiled with it to the battlefield.
3. Abdel Adrian and Timeless Witness trigger.
4. Resolve the Timeless Witness trigger, returning Justiciar's Portal from your graveyard to your hand.
5. Holding priority, activate any number of nonland permanents you control by tapping them, adding at least enough mana to cast Justiciar's Portal.
6. Resolve the Abdel Adrian trigger, exiling Timeless Witness and the mana-producing permanents until Abdel Adrian leaves the battlefield, and creating a 1/1 Soldier creature token for each permanent exiled this way.
7. Repeat.

This clever loop is orchestrated by casting Justiciar's Portal to blink Abdel Adrian, Gorion's Ward, whose entry trigger allows you to conveniently swallow up the rest of your nonland permanents. Among those consumed is Timeless Witness, which re-enters alongside Abdel Adrian to fish Justiciar's Portal right back out of your graveyard and into your hand. Because Abdel Adrian's exile trigger resolves *after* the Witness fetches your spell, you can tap your mana-producing permanents for mana before they get tucked away. This endless cycle easily refunds the cost of Justiciar's Portal while flooding the board with an infinite army of Soldier tokens and triggering any number of enter-the-battlefield effects.
