How it works

1. Cast the artifact by paying 0.
2. Toph, Hardheaded Teacher triggers, earthbending Izzet Boilerworks.
3. Resolve the artifact spell.
4. Activate Umbral Collar Zealot by sacrificing Izzet Boilerworks.
5. When Izzet Boilerworks dies, Toph, Hardheaded Teach triggers, returning Izzet Boilerworks from your graveyard to the battlefield tapped.
6. When Izzet Boilerworks enters, it triggers, returning the artifact cast in step 1 from the battlefield to your hand, as it's a land due to Toph, the First Metalbender.
7. Resolve the Umbral Collar Zealot ability
8. Repeat.

This ingenious loop transforms your cheap artifact into a recurring engine by leveraging Toph, the First Metalbender, whose static ability turns all your nontoken artifacts into lands. With that foundation set, you cast the artifact for zero mana to trigger Toph, Hardheaded Teacher, earthbending Izzet Boilerworks into a creature-land so it is ripe to be sacrificed to Umbral Collar Zealot. When Izzet Boilerworks hits the graveyard, Toph, Hardheaded Teacher's own death-returning text (or similar recursive triggers) brings it right back to the battlefield tapped, where its entering-the-battlefield trigger forces you to bounce a land—which, thanks to Toph, the First Metalbender, can target the very artifact you just cast back to your hand. Sacrificing the land-artifact to Umbral Collar Zealot along the way lets you continually filter your draws with surveil while feeding infinite storm count, death triggers, and artifact loops.
