With that foundation set, you cast the artifact for zero mana to trigger Toph, Hardheaded Teacher, earthbending Izzet Boilerworks into a creature-land so it is ripe to be sacrificed to Umbral Collar Zealot. When Izzet Boilerworks hits the graveyard, Toph, Hardheaded Teacher's own death-returning text (or similar recursive triggers) brings it right back to the battlefield tapped, where its entering-the-battlefield trigger forces you to bounce a land—which, thanks to Toph, the First Metalbender, can target the very artifact you just cast back to your hand. Sacrificing the land-artifact to Umbral Collar Zealot along the way lets you continually filter your draws with surveil while feeding infinite storm count, death triggers, and artifact loops.
