How it works
Declare Altaïr as an attacker. Altaïr triggers, exiling Éomer from your graveyard with a memory counter on it, and then creating a tapped and attacking token copy of each card you own that is exiled with a memory counter on it.
Activate Phantom Train by sacrificing another legendary creature token except Éomer.
When the creature dies, Éomer triggers, untapping all creatures you control and causing you to get an additional combat phase after this one.
Resolve the Phantom Train ability.
Repeat during each combat phase.
This clever engine revolves around Altaïr Ibn-La'Ahad flooding the battlefield with copies of legendary creatures from your graveyard, turning every combat phase into a goldmine of triggers. The secret sauce is Conspiracy, which dynamically rewrites the creature types of your cards and permanents so that everything becomes an Assassin, allowing Altaïr to continually resurrect and copy your fallen heroes. As you sacrifice those token copies to Phantom Train—which pumps itself with +1/+1 counters in the process—the fallen legends trigger Éomer, Marshal of Rohan. Éomer's ability untaps your board and grants an additional combat phase, feeding right back into Altaïr's attack trigger to repeat the cycle indefinitely for infinite combat steps and sacrifices.
