How it works

1. Whenever a player casts an instant or sorcery spell from their hand, Eye of the Storm triggers, exiling that spell.
2. Because Deafening Silence prevents players from casting more than one noncreature spell each turn, players cannot cast an instant or sorcery spell permitted by Eye of the Storm, or any other noncreature spell that turn.
