Because Sailor of Means conveniently has a power of 2, Delney ensures everything scales perfectly to yield an excess of mana and tokens. You simply use three of the newly generated Treasures to pay for Emiel the Blessed's activation cost, fueling an endless cycle of infinite enters-the-battlefield effects, creature tokens, and leave-the-battlefield triggers.
