How it works

1. Activate Phantom Train by sacrificing Woodfall Primus.
2. When Woodfall Primus dies, its persist ability triggers, returning it from your graveyard to the battlefield without a -1/-1 counter on it due to Melira.
3. When Woodfall Primus enters, it triggers, destroying a noncreature permanent.
4. Resolve the Phantom Train ability.
5. Repeat.

This loop relies on Melira, Sylvok Outcast's static ability to bypass the mechanical drawback of persist, allowing Woodfall Primus to return from the graveyard over and over again without ever accumulating the -1/-1 counters that would normally stop it. Each time Woodfall Primus enters the battlefield, its triggered ability lets you systematically destroy every noncreature permanent your opponents control. To keep the cycle moving, Phantom Train acts as the sacrifice outlet, converting each iteration of the Primus into fuel that also grows the Vehicle massively with infinite +1/+1 counters.
