How it works

1. Activate Phantom Train by sacrificing River Kelpie.
2. When River Kelpie dies, its persist ability triggers, returning it from your graveyard to the battlefield without a -1/-1 counter on it due to Melira.
3. When River Kelpie enters, it triggers, causing you to draw a card
4. Resolve the Phantom Train ability.
5. Repeat.

This clever loop relies on the interaction between persist and Melira, Sylvok Outcast, whose static ability ensures that when River Kelpie returns from the graveyard, it does so completely free of the -1/-1 counters that would normally shut down the loop. Because River Kelpie enters the battlefield directly from the graveyard, its own ability triggers to draw you a card each time it returns. Meanwhile, Phantom Train acts as the sacrifice outlet that keeps the cycle moving, converting each iteration into a +1/+1 counter on itself while feeding the perpetual rebirth of the Kelpie.
