How it works

1. Cast Sensei's Divining Top either from your hand or from the top of your library by paying 0.
2. Displacer Kitten triggers, and The Fourth Doctor triggers if you had cast Sensei's Divining Top from your library.
3. Resolve the Displacer Kitten trigger, blinking The Fourth Doctor.
4. Resolve the Fourth Doctor trigger, if applicable, creating a Food token.
5. Activate Sensei's Divining Top's second ability by tapping it, causing you to draw a card and put Sensei's Divining Top onto the top of your library.
6. Repeat.

This engine transforms Sensei's Divining Top into an infinite card-drawing and artifact-recycling machine by leveraging cost reduction and blink mechanics. With Foundry Inspector discounting the artifact's mana cost to zero, you can repeatedly cast Sensei's Divining Top directly from the top of your library, a feat enabled by The Fourth Doctor granting you permission to play historic spells from there while also producing a Food token every time you do so. Whenever you cast the noncreature Top, Displacer Kitten triggers to blink The Fourth Doctor, refreshing the board state while you tap the Top to draw a card and place it right back on top of your library to repeat the cycle indefinitely.
