How it works
Cast Delif's Cone either from your hand or from the top of your library by paying 0
Showdown of the Skalds and Elsha's prowess ability trigger.
Resolve the Showdown of the Skalds trigger, putting a +1/+1 counter on Arcbound Reclaimer.
Resolve the Elsha trigger, giving it +1/+1 until end of turn.
Activate Delif's Cone by tapping and sacrificing it.
Activate Arcbound Reclaimer by removing a +1/+1 counter from it, putting Delif's Cone from your graveyard onto the top of your library.
Repeat.
This loop uses Elsha of the Infinite to play noncreature spells directly from the top of your library with flash, turning Delif's Cone into a recurrent, zero-mana engine. Each time you cast Delif's Cone, Showdown of the Skalds triggers its second and third lore chapters to place a +1/+1 counter on Arcbound Reclaimer, while Elsha of the Infinite triggers its prowess ability to boost the Reclaimer further. You then sacrifice Delif's Cone to its own ability, allowing Arcbound Reclaimer to spend one of its newly acquired +1/+1 counters to place Delif's Cone right back on top of your library. Repeating this process creates an endless cycle of artifact entry, sacrifice, and casting to endlessly pump your board and storm count.
