How it works

1. Activate Phyrexian Altar by sacrificing Dockside Extortionist, adding R/G.
2. Dockside Extortionist dies, triggering Svella and Mortuary.
3. Resolve the Svella trigger, untapping it.
4. Resolve the Mortuary trigger, putting Dockside Extortionist on top of your library.
5. Activate Svella's second ability by paying 6 and tapping it, causing you to reveal the top four cards of your library and cast Dockside Extortionist without paying its mana cost.
6. Dockside Extortionist enters the battlefield, creating at least eight Treasure tokens.
7. Activate seven Treasure tokens by tapping and sacrificing them, adding 6R/G.
8. Repeat.

This loop turns your opponents' board state into an endless engine by using Dockside Extortionist to flood the battlefield with Treasure tokens whenever it enters. You feed those Treasures and the Goblin itself into Phyrexian Altar to generate the mana and sacrifice triggers, which concurrently powers Mortuary to stack Dockside Extortionist right back onto your library. Meanwhile, Svella, Ice Shaper is equipped with Thornbite Staff—leveraging its Shaman creature type to instantly snap the Equipment into place upon entry—so that every creature death untaps Svella and allows its second ability to cheat Dockside Extortionist straight off the top of your library and back into play.
