How it works
Cast Endless Swarm by paying 5.
Eye of the Storm and Hive Mind trigger.
Resolve the Eye of the Storm trigger, exiling Endless Swarm, and then copying each instant and sorcery card exiled with Eye of the Storm, and allowing you to cast the copies without paying their mana costs.
Choose not to cast the copy of Endless Swarm as permitted by Eye of the Storm.
Resolve the Hive Mind trigger from step 2, causing each opponent to copy Endless Swarm.
Resolve the first opponent's copy of Endless Swarm, causing them to create a 1/1 Snake creature token for each card in their hand, and then be unable to cast spells for the rest of the game.
The Snakes enter the battlefield and die as a state-based action due to having 0 toughness.
Repeat from step 6 for each remaining Endless Swarm copy.
At the beginning of each opponent's upkeep, their copy of Endless Swarm triggers, copying itself.
Resolve the copy of Endless Swarm, causing the opponent to create a 1/1 Snake creature token for each card in their hand.
The Snakes enter the battlefield and die as a state-based action due to having 0 toughness.

Meanwhile, Engineered Plague sits quietly on the battlefield, ensuring that any 1/1 Snake creature tokens your opponents are forced to create immediately perish from zero toughness as state-based actions on every upkeep.
