The secret to breaking the persist mechanic lies entirely in Vizier of Remedies, whose replacement effect ensures that the -1/-1 counter which would normally doom the Axeshark to a permanent stay in the graveyard is reduced to zero. Because the creature returns completely unburdened by counters, it can be sacrificed over and over to the Altar without ever running out of fuel.
