How it works

1. Cast the artifact by paying 0.
2. Toph, Hardheaded Teacher triggers, earthbending Izzet Boilerworks.
3. Resolve the artifact spell.
4. Activate Woe Strider by sacrificing Izzet Boilerworks.
5. When Izzet Boilerworks dies, Toph, Hardheaded Teach triggers, returning Izzet Boilerworks from your graveyard to the battlefield tapped.
6. When Izzet Boilerworks enters, it triggers, returning the artifact cast in step 1 from the battlefield to your hand, as it's a land due to Toph, the First Metalbender.
7. Resolve the Woe Strider ability
8. Repeat.

By combining Toph, the First Metalbender with Izzet Boilerworks, every nontoken artifact you cast effectively becomes a land that can be bounced back to your hand. When you cast your zero-cost artifact, Toph, Hardheaded Teacher triggers to earthbend Izzet Boilerworks into a land creature, which you can then sacrifice to Woe Strider to trigger scry 1 and send the Boilerworks to your graveyard. Thanks to Toph, the First Metalbender's continuous effect turning your artifacts into lands, Izzet Boilerworks's entrance trigger is able to pick up that same zero-cost artifact right back to your hand, allowing you to recast it and repeat the loop for an endless storm of triggers.
